Arroyo administration fails to crush communist insurgency—NDF North Central Mindanao

Manila, Philippines—Obviously, the Arroyo government will fail in crushing the 40-year old communist insurgency before its term ends.

Cesar Renerio, National Democratic Front-North Central Mindanao (NDF-NCM) spokesperson said in a statement published in the Philippine Revolution Web Central ( dated July 11, that the persistent prating of the AFP that it can crush the NPA before Gloria Arroyo’s term ends is nothing but mantra parroted by its lower commands to supposedly show to their master Gloria Arroyo their victories in the battlefields thereby obtaining the much sought promotions and the needed budget for more corruption.

“Two of these mantra are “the numerous guerrilla fronts they have dismantle” and “the thousands of NPA they have neutralized”. The truth is not one guerrilla front is crushed however much intensified the militarization and terrorism launched by the AFP under its operation plan dubbed Bantay Laya 2,” he said.

“On the contrary, guerrilla fronts sprouted indicating the correctness of its line of protracted people’s war and the favorable situation for the revolution now in the face of global economic crises borne by the peoples of the world,” the communist leader said.

He also reported that almost everyday, the New People’s Army (NPA), the Communist Party of the Philippines’ (CPP) armed-wing, launches more or less one tactical offensive (TO), nationwide.

He also said, the NPA has launched more or less one tactical offensive daily nationwide.

Moreover, the regime’s elimination of distinction between the legal and progressive forces to that of the armed movement as all enemies of state goading the former to adapt a guerrilla-style of work to dodge the dreaded death squads of the fascist state, further adds up to the NPA’s strength.

Even the Armed Forces of the Philippines (AFP) chief, Lt. Gen. Delfin Bangit, Renerio said, admitted in the turnover of commands ceremony of the 4th Infantry Division held in Cagayan de Oro City, that the state forces have no more time to catch up the deadline crushing the NPA before the term ends of Mrs. Arroyo.

“He admitted this in front of mass media and people attending said occasion. Nevertheless, Gen. Alexander Yano, the former Chief of Staff have already said this before. Their forces are overstretched that they are likened to firemen who are too much occupied traversing to and fro answering to wherever is the fire alarms. This is the actual situation of the 4ID. And to register at least a “victory” they go to the media and announced the supposedly numerous NPA camps they have captured in Agusan del Sur, Gingoog and Bukidnon. But to the NPA these are nothing for they can change camp anywhere being a guerrilla. And what of it if the AFP captures one camp, a piece of territory when the hearts and minds of the masses are still with the NPA? In fact the NPA’s main camp are the masses themselves,” he further explained.

Even the resumption of peace negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP come August is but a proof of the AFP’s running out of time scenario, says the communist leader.

“This [also] proved further that the CPP-NPA-NDF is not a terrorist organization and the fascist US-Arroyo regime is forced to eat its words. The Arroyo regime did not anymore impose preconditions such as a ceasefire and lifted its suspension of the Joint Agreement on the Safety and Immunity Guarantees (JASIG) which will take effect on July 17. On the negotiation table the NDFP will deal on the implementation and respect for human rights and international humanitarian law. They will have to deal also the social and economic reforms.
